The old red Indians would run with their toes pointed inward slightly to run long distance at speed.
Do a Long run in the weekend, tempo run in middle week, speed work.
Try sprinting 200meters ten times with 10 min breaks in between. You can also try running every morning and possibly evening, jogging for two kilometers and then sprinting one kilometer. Also, try to concentrate on your breathing. A breathing pattern can also increase your speed (like one two three breathe out breathe in, so on so forth. Hope this helps. :]
